The committee also discussed the progress of the department's projects, including the study of monitoring lead, mercury and polychlorinated biphenyls (PCBs) in domestic and imported household paints, as well as a study of persistent organic pollutants in air, water and soil, and members of the committee were also briefed on developments regarding the updating of the initial drafts of the update System for circulation and use of chemicals issued by Royal Decree No. (46/95) and regulations implementing its provisions, restructuring the Technical Committee for Chemicals, and preparing a summary of the role of all parties involved in the committee towards achieving sound management of Ed Chemical.
The agenda of the committee included a summary of the national achievements and initiatives undertaken by the Chemical Materials Department of the Ministry of Environment and Climate Affairs during the current year and its role in the side of cooperation with industrial institutions, the General Authority of Civil Defense and Ambulance and some companies in the process of chemical control. The discussion dealt with the mechanism of monitoring ready-made products and the requirements and means to support coordination of efforts related to the management of these ready-to-use dual-products, some of which may contain dangerous chemical components (dual-use) depending on the focus and can be used in the manufacture of explosives, drugs and chemical weapons.
The sound management of chemicals is the right way to take advantage of all its positive aspects and eliminate or reduce its risks to human health and the environment. To achieve these goals, the Sultanate has taken several measures, the most important of which is activating coordination mechanisms between the concerned authorities, registering chemicals and their dealers with them in the Sultanate and obtaining the necessary permits To deal with it, in addition to establishing a national record for these substances, following up those dealing with chemicals through field visits, and conducting studies and scientific research on environmental circles.
The products containing these materials to know their concentrations, in addition to increasing the awareness level for all groups of society about how to deal with them and eliminating or reducing their risks to human health and the environment, preparing lists of prohibited and restricted substances for these substances in the Sultanate and classifying them according to international classifications and setting appropriate procedures and storage conditions for hazardous chemicals. The Sultanate has also joined a number of international conventions on these substances, such as the Stockholm Convention on Organic Pollutants, the Rotterdam Convention, and the Chemical Weapons Convention.
